The Information Security Law Research Center (ISLRC), officially established in November, 2008, is a research institute affiliated to Xi’an Jiaotong University. ISLRC embodies academic research, teaching and international cooperation. It is the earliest and currently the only research institute specialized in information security law. ISLRC now has 9 full-time researchers, among whom are 3 professors, 4 associate professors and 2 lecturers. Through years of hard work, Prof. Ma Minhu, who now serves as the director and leading researcher, has successfully formed a research team that has taken the lead in information security law research and achieved international fame.

Since 2002, ISLRC has undertaken more than ten state-level key research projects. As the platform for the second phase of the 985 Project entitled “Study of the Policies and Laws Related to the Social Security of Network Information”, ISLRC members have actively participated in the China-EU Information Society Project.

ISLRC strives for the study of law and regulations related to information security law, of the information security management system and of the intellectual property issues in the field of information security. Cultivating high-level versatile legal talents is another goal of ISLRC. What’s more, ISLRC is the organizer of the China’s Information Security Law Conference and the China’s Information Security Law Website. It is the managing organization of China’s Cloud Computing Security Law and Regulations Working Group.

ISLRC, based on Xi’an Jiaotong University, adheres to an open mode of operation. It has established close ties with state organs like the Ministry of Industry and Information, the Ministry of Public Security and well-known universities in China and as well as multinational corporations. Some ISLRC members also hold consultant positions in practical sectors of governments and enterprises.

ISLRC is dedicated to building a first-class information security law research center. ISLRC will become China’s center of academic exchange, data and training of information security law and China’s center of consultancy regarding information security law for China’s informationization decision-making body, executive body for public network security and national security, and for enterprises.

ISLRC’s main research activity includes but not limited to: conducting research programs of China’s Information Security Law and Regulations, providing consultations of Information Security Law and Regulations for state ministries, conducting research on enterprise information security regulations compliance, cultivating high-level versatile legal talents, promoting international corporation and exchange, publishing Information Security Law Research Report.
